The success of a reminder
An organisation sent appointment reminders to people who had booked visits. Attendance rose in the following month, and a short report attributed the improvement to the reminders. Yet the same month also brought longer opening hours and a simpler cancellation procedure. The data showed that attendance had improved after several changes, but did not isolate the contribution of each change. Analysts proposed introducing the reminder system at different times across otherwise comparable sites, while recording other policy changes. Their aim was not to dismiss a useful intervention; it was to distinguish a plausible explanation from a sufficiently tested one before investing in a wider rollout.
When averages conceal
A training programme reported that its participants earned more on average after completion. The result sounded encouraging, but an evaluator asked how the average had been calculated. A few participants had received very large increases, while many others had seen little change. In addition, the report excluded people who had left the programme before finishing. The evaluator requested the distribution of changes, the number and characteristics of those who left, and a comparison with similar nonparticipants. None of these requests by itself demonstrated that the programme was ineffective. Together, however, they showed why a favourable average was an incomplete basis for judging both typical outcomes and the programme’s contribution.
The cost of a perfect rule
A school considered a rule that would automatically reject any application missing a document at the deadline. Supporters valued consistency and quick decisions. Others noted that students differed in their access to required records and that a rigid rule might reject capable applicants for reasons unrelated to their readiness. The committee kept a common deadline but added a short, documented correction period for missing records. It also required staff to record exceptions and review whether the process treated similar cases similarly. The policy became less automatic, yet its designers argued that consistency should concern the reasons for decisions, not merely the identical treatment of situations that were not equivalent.
Keeping a decision revisable
A coastal town had to choose where to build a new community centre. Long-term flood estimates differed across models, and waiting for complete agreement would have postponed the project indefinitely. Rather than treating the uncertainty as either irrelevant or a reason to do nothing, planners compared options under several plausible scenarios. They chose a site with acceptable performance across those scenarios and designed the ground floor so that its use could be changed later. They also set dates for reviewing new evidence. The decision was therefore neither a claim that the future was known nor a refusal to act. It was a commitment structured to remain responsive to information that had not yet arrived.
